North Korean Leader Kim Jong Un reinforced his vow to back Russia’s “sacred fight” against Ukraine during a military meeting with Vladimir Putin on Wednesday, Reuters reported.

Putin gave Kim a tour of Russia’s Vostochny Cosmodrome during a meeting aimed at discussing military matters, which U.S. intelligence suspects could include a deal that would have North Korea provide arms to Russia, according to Reuters. Kim stacked praise on Putin and declared Russia would win a “great victory” against Ukraine.

“I firmly believe that the heroic Russian army and people will brilliantly inherit their victories and traditions and vigorously demonstrate their noble dignity and honor on the two fronts of military operations and building a powerful nation,” Kim said to Putin, according to Reuters.

“The Russian army and people will certainly win a great victory in the sacred struggle for the punishment of a great evil that claims hegemony and feeds an expansionist illusion,” he continued.

U.S. and Western intelligence suspect Kim and Putin will agree on an arms deal that would provide Russia with artillery shells and ammunition to use against Ukraine, which would violate United Nations Security Council resolutions. North Korea and Russia have swapped letters in recent months about a potential weapons transfer.

“We urge the DPRK to cease its arms negotiations with Russia and abide by the public commitments that Pyongyang has made to not provide or sell arms to Russia,” a State Department spokesperson previously said in a statement to the Daily Caller News Foundation.

North Korea and Russia have denied that an arms deal exists or is being discussed, according to Reuters. Putin said during the meeting that he would help with North Korea’s satellite program, as the country has failed on two separate occasions to launch a spy satellite intended to conduct espionage on its adversaries.

“That’s why we came here,” Putin said.
