
A terrifying moment at a Virginia shopping mall has raised urgent questions about child safety in public spaces after a 3-year-old girl was abducted in broad daylight — and saved just in time by her mother.
The unsettling incident occurred on July 18 at the Fair Oaks Shopping Center in Fairfax, Virginia. The child had wandered away from an indoor play area and was heading toward the entrance of a JC Penney store when a man approached her. Surveillance footage released by Fairfax County Police shows the suspect casually walking while on his phone, before bending down, scooping up the toddler, and carrying her into the store.
Moments later, the girl’s father realized she was missing and quickly called his wife, who happened to be shopping inside JC Penney. According to court records obtained by NBC, the mother looked up to see a man walking away with her daughter in his arms. She immediately confronted him, successfully retrieving her child unharmed.
Police identified the suspect as Andres Caceres Jaldin, 26, of no fixed address. He fled the scene after the confrontation but was later apprehended by officers at an Extended Stay Hotel in nearby Chantilly, where he had reportedly been hiding out. He was arrested without further incident and charged with abduction of a minor and grand larceny.
Investigators revealed that prior to the abduction, Jaldin had allegedly stolen a car from a local auto repair shop. That stolen vehicle was later found in the hotel parking lot. In a statement made during questioning, Jaldin told officers he believed he was helping the girl find her parents — a claim contradicted by both the video footage and eyewitness accounts.
Jaldin’s criminal history is deeply troubling. According to court documents reviewed by NBC, he has a record of violent behavior, including multiple charges from the previous year for assault and battery, malicious wounding, and property destruction. These charges reportedly stemmed from domestic altercations involving his mother, father, and brother. Although those charges were ultimately dropped, records show that he was accused of further assaults against his family while awaiting trial.
As part of those earlier legal proceedings, Jaldin underwent a psychiatric evaluation and was formally diagnosed with schizophrenia, raising concerns about whether appropriate mental health interventions were pursued. Authorities have not disclosed whether Jaldin is in the U.S. legally.
Deputy Chief Frederick Chambers of the Fairfax County Police Department emphasized the importance of vigilance, especially in public areas. “Pay close attention to your child,” he said. “You could see how quickly this child wandered off and was able to be picked up.”
The case has sparked broader conversations around mall security and mental health care. Just days after the incident, another case in Arizona made national headlines when a man with untreated schizophrenia allegedly tried to take a child from a daycare center, reigniting debates about systemic failures in mental health treatment and law enforcement’s ability to track repeat offenders.
In the wake of this incident, Fair Oaks Shopping Center has not yet issued a public statement, but many parents in the community are calling for increased mall security and clearer safety protocols in children’s play areas.
