California Rep. Eric Swalwell is floating a radical new campaign promise as he eyes the California governor’s mansion.
In an interview Tuesday night on MS Now (formerly MSNBC), Swalwell told viewers he would use the “immense powers” of the governor’s office to target Immigration and Customs Enforcement (ICE) officers, accusing them of criminal conduct simply for carrying out federal immigration operations. The comments appeared aimed squarely at energizing California’s far-left base, even if it means publicly undermining law enforcement.
As much of the country was preparing to ring in the New Year, Swalwell was effectively campaigning on a vow to expose and punish officers tasked with enforcing laws passed by Congress—laws Democrats like Swalwell once supported.
During the interview, Swalwell was asked how he would respond to President Donald Trump’s immigration policies if elected governor, with the host noting that Democrat governors in other states have acted as the “strongest pushback” against the administration.

“What would you bring to the table as the governor of California?” He was asked.
Swalwell responded by framing ICE enforcement as an attack on “the most vulnerable,” before outlining a plan that would strip agents of anonymity and expose them to legal risk.
“Well, you have immense powers as governor of California, and your responsibility is to protect the most vulnerable in the state,” Swalwell said. “So if the president is going to send ICE agents to chase immigrants through the fields where they work, what I’m going to do is make sure that they take off their masks and show their faces, that they show their identification.”
He went even further, suggesting criminal charges against agents performing enforcement actions.
“And if they commit crimes, they’re going to be charged with crimes, if it’s falsely imprisoning people, if it’s kidnapping, if it’s assault and battery, they’re going to be held accountable,” he added.
Swalwell also proposed using state licensing power as a political weapon, suggesting that agents who do not comply with his demands should lose driving privileges.
“I also think if the governor has the ability to issue driver’s licenses to people in California, if you’re going to wear a mask and not identify yourself, you’re not going to be eligible to drive a vehicle in California,” he said.
He concluded by urging an aggressive posture against federal enforcement, saying, “There’s a lot you can do, but most importantly, you have to go on offense. Otherwise, the most vulnerable in our community will always be on defense.”
