Fake Florida GOP voter guide scheme explodes, three elected officials arrested

A Florida election controversy that simmered for nearly two years has now resulted in criminal charges against three elected officials and two political operatives accused of distributing fake Republican voter guides during the 2024 primary election cycle.

Court filings in St. Johns County charge County Commissioners Sarah Arnold and Christian Whitehurst, along with St. Augustine Beach Commissioner and former Mayor Dylan Rumrell, with conspiracy and participation in producing unauthorized voter guides. Political consultant Brianna Jordan and campaign associate Jamie Lynn Johnson were also charged. Jordan additionally faces a felony evidence-tampering charge.

The case centers on voter guides mailed to Republican voters shortly before early voting began in August 2024. According to investigators, the guides were intentionally designed to resemble official materials distributed by the St. Johns County Republican Executive Committee, but allegedly contained endorsements that were never approved by the local GOP.

At the time, local Republican leaders immediately raised concerns.

“I saw the card, and I’m like, this is a real issue,” then-St. Johns County GOP Chairman Denver Cook told ABC News. “I was in shock. I’m dealing with one of probably the most flagrant frauds on voters — the day before early voting. It became an instant train wreck.”

According to affidavits filed by Florida Department of Law Enforcement investigators, campaign consultant Brianna Jordan allegedly developed a plan after the local Republican Party endorsed candidates she was not backing. Investigators allege Jordan created a guide that closely mimicked the official GOP version, using a similar logo while omitting legally required disclosure language identifying who produced and paid for the mailers.

Authorities say the operation involved thousands of voter guides and tens of thousands of postage stamps. Investigators allege participants gathered at a campaign house in St. Augustine for what court records describe as a “Secret Envelope Stuffing” operation, preparing and mailing the guides from Jacksonville and Orlando in an effort to conceal their origin.

One former campaign intern, who later received immunity and cooperated with investigators, told authorities Jordan became alarmed after local media coverage exposed the mailers. According to charging documents, she allegedly instructed him to purchase a kettle grill with cash. Investigators say some materials connected to the operation were later burned. Authorities further allege Jordan contacted shredding companies afterward, leading to the additional evidence-tampering charge.

The controversy was especially significant because the fake guide allegedly reversed actual Republican endorsements in several local races. Former county commission candidate Ann-Marie Evans, who had received the official party endorsement, argued the mailers changed the outcome of her race.

“Absolutely, I believe that is what shifted the election from a victory for me to a victory for my opponent,” Evans told local media.

Investigators reportedly interviewed dozens of voters who remembered receiving the mailers. Court records indicate arraignments are scheduled for early August. The defendants are presumed innocent unless proven guilty in court.

This was a political operation allegedly designed to make voters believe they were reading official Republican endorsements when they were not.

The kettle grill detail almost sounds like it came from a political sitcom writer having a particularly creative day. Investigators say campaign operatives allegedly went from stuffing envelopes to burning evidence. If that’s true, somebody apparently watched one too many mob movies and concluded Home Depot sold legal advice next to the barbecue section.

Voters deserve to know who is speaking to them and who is paying for political messaging. Whether you’re a Republican, Democrat, independent, conservative, or liberal, fake endorsements are poison to public trust.

And trust is something American politics is already running dangerously low on.
