
In yet another tragic—and completely preventable—example of how California’s sanctuary policies continue to prioritize criminal illegal immigrants over the safety of its own citizens, a 53-year-old man with a long rap sheet and multiple deportations is now facing six counts of murder.
Meet Norberto Celerino—also known by a medley of aliases including Norberto (Beto) Celerino Villalva, Grabien Martinez, and Roberto Savaringo-Diabla. According to U.S. Immigration and Customs Enforcement (ICE), this man is a Mexican national who has been deported multiple times. His rap sheet reads like a greatest hits album of criminal offenses: possession of cocaine, multiple DUIs, and repeated illegal re-entries into the United States.
On September 7, 2025, Celerino allegedly got behind the wheel drunk—again—and drove a vehicle full of passengers off the road in Napa County, California. The car slammed into a tree in Pope Valley, resulting in the deaths of six people and leaving one more gravely injured. This wasn’t his first time endangering lives while intoxicated. According to the Napa County District Attorney, this marks his fourth DUI. Four. And yet, thanks to the state’s sanctuary stance, he was still walking free—until now.
The victims of this horrifying crash were Pedro Lopez Gomez, 57; Fernando Silverio, 34; Demetrio Celerino Francisco, 39; Beymar Reynosa Rodriguez, 32; Aaron Ruiz, 39; and Loreto Ricardo Hernandez, 42. These men, whose lives ended senselessly, are the latest casualties in California’s long war against accountability.
ICE confirmed to local news outlet KRON4 that Celerino’s first known illegal entry into the U.S. dates back to 1995. Since then, he’s been booted out of the country multiple times, only to re-enter and continue racking up criminal charges. Each time, instead of being permanently removed and kept out, he found his way back in—only to wreak havoc again.
A spokesperson from ICE minced no words: “Beto Cerillo-Bialva … is a criminal alien from Mexico who first entered the United States in 1995. Since his first illegal entry, he has been arrested several times for possession of cocaine, multiple DUIs, and removed multiple times from the United States.” The spokesperson went on to criticize California’s sanctuary policies directly, stating, “His continued disregard for the laws within the United States, and California’s sanctuary laws, has led to this tragic incident. Sanctuary laws continue to place the American public in danger and only protect the criminal aliens.”
Let that sink in. A known repeat offender, who never should have been in the country in the first place—let alone behind the wheel—was given repeated chances by a state that bends over backwards to shield illegal immigrants from federal law enforcement. The result? Six more lives lost. Families devastated. A community shattered.
And what’s California’s response? Crickets.
This tragedy is not an outlier; it’s part of a disturbing pattern. The Department of Homeland Security has previously pointed to similar cases, such as the deaths of two Wisconsin teenagers, stating they “would still be alive” if sanctuary policies hadn’t protected the illegal immigrant responsible.
While liberal politicians in Sacramento parade their “compassion” for so-called undocumented immigrants, real people are dying—often at the hands of criminals who shouldn’t be here in the first place. How many more lives need to be lost before these policies are revisited? Sanctuary laws may make progressive lawmakers feel good, but they’re proving deadly for too many Americans.
The left wants to make this about immigration. But this isn’t about immigration—it’s about law and order. It’s about protecting American citizens from repeat offenders with no regard for our laws or our lives.
