Congressman Eric Swalwell (D-Calif.) finds himself under scrutiny over his campaign’s reporting of more than $360,000 in payments to a Haitian American staffer — and the filings show a puzzling variety of reasons for those disbursements.
According to Federal Election Commission (FEC) filings for both Swalwell for Congress and his associated “Remedy PAC,” beginning in 2021 and continuing as recently as last month, the campaign reported over 75 separate payments to an individual named Darly Meyer. Individual amounts ranged from a mere $53 to well over $12,000. In the most recent year alone, more than 27 payments to Meyer added up to over $120,000, and 2025 is already tracking toward a similar total.
Most strangely, the listed “purpose” of the payments varies widely: travel expenses, car service, security services, salary — and even more odd-ball items like “personal travel expense reimbursement,” “event flowers reimbursement,” and postage.
Meyer is also identified as owner of a limousine company called CYD Global Car Service (based in North Hollywood), which advertises chauffeurs, corporate shuttles and luxury transportation. He is also an administrator of a Facebook group called CaliHaitians – Haitians in AZ, CA, NV, HI, OR, WA, described as a “progressive community” for Haitians in the U.S., selective about membership and focused on building professional ties and strategic partnerships. The “about” page invites “head members of other organizations or groups boasting 500+ members to join us… in forging a strategic partnership and casting a wider net for the betterment of Haiti and its children outside of the country.”
Fox News Digital contacted the Swalwell campaign for clarification on the shifting classifications of Mr. Meyer’s payments and asked what role Meyer plays on Swalwell’s staff — especially since the payments shifted from “Security Services” to “Salary.” The campaign did not provide clarity on the different designations, offering only this statement from Swalwell: “Darly protects me and my family.”
In a separate reaction on X , Swalwell wrote: “Fox News Digital emailed and asked why I’ve spent $350,000 on security … Maybe I should send [the reporter] the bill?” However, publicly available records from California’s Bureau of Security and Investigative Services indicate that Darly Meyer does not appear to hold a security license.
When Fox News Digital reached out to Mr. Meyer to ask about the payments, his response was simply: “No comment.”
One former FEC commissioner — Hans von Spakovsky, now a senior legal fellow at the Heritage Foundation and appointed in 2006 to the FEC by President George W. Bush — told Fox News Digital: “This is the type of bizarre inconsistency that should catch the attention of the FEC.” He added that the matter “should cause the agency’s auditing arm to investigate whether these were legitimate payments to a legitimate contractor.”
This isn’t the first time Swalwell has found himself under a microscope for his campaign’s spending. FEC filings over the years show expenditures on luxury car services, high-end restaurants, stays in lavish hotels around the world (Dubai, Berlin, Paris, London) and even a chartered yacht. For instance, in October 2023 his campaign reportedly paid nearly $17,000 to a San Francisco-based yacht charter company for what was labeled a fundraising expense. In another example, his 2023 year-end filing includes a payment of almost $1,700 for a stay at Dubai’s five-star Burj Al Arab — described by many as a “global icon of Arabian luxury.” At the end of 2023, his campaign reportedly spent nearly $90,000 on travel expenses in just the last three months, including stays at San Francisco’s 1 Hotel, Austin Proper Hotel, Times Square Edition, and more. In 2022, between April and May alone his campaign spent nearly $60,000 on travel, including about $1,752 at the five-star Hotel La Maison Champs‑Élysées in Paris.
