BS BULLETIN:
- President Trump announced one-time $90 payments for more than 20 million Medicare Part B enrollees.
- The money will come from the $2 billion Medicare Improvement Fund and begin arriving in early October.
- Most Part B recipients qualify, but people whose premiums are paid by Medicaid and higher-income beneficiaries paying IRMAA surcharges are excluded.
More than 20 million Medicare recipients are about to get a $90 payment from the federal government — and President Donald Trump says the money is coming from a fund Washington has never used before.
Trump announced Friday night that his administration will begin sending one-time payments to eligible Medicare Part B enrollees to help offset their premiums.
The White House says most recipients will get the $90 by direct deposit in early October. Those without direct deposit will receive a mailed check at the address Medicare has on file.
“I am pleased to announce that my Administration will, immediately, begin sending ‘Checks’ of nearly $100 to over 20 MILLION wonderful Seniors to help pay for their Medicare Part B premiums,” Trump wrote on Truth Social, according to Fox Business.
The money comes from the Medicare Improvement Fund, created by Congress to finance improvements to traditional Medicare.
According to the White House, Congress placed $2 billion in the fund, but it had never previously been utilized. The administration is now directing that money to the one-time payments.
Trump was considerably less bureaucratic in describing it.
He called the fund a “pointless ‘Slush Fund’” and accused Democrats of using federal health-care spending to benefit special interests — a political characterization made by the president rather than a finding established by the White House fact sheet.
Most people enrolled in Medicare Part B will qualify.
Two major groups will not: beneficiaries whose Part B premiums are already paid by Medicaid and higher-income beneficiaries who pay an Income-Related Monthly Adjustment Amount, commonly known as IRMAA.
The standard Medicare Part B premium in 2026 is $202.90 per month, with an annual deductible of $283, according to figures cited by Fox Business from the Centers for Medicare & Medicaid Services. That means the $90 payment amounts to a little under half of one standard monthly premium.
The new payment is separate from another administration program already sending $500 refunds to roughly 950,000 Americans who purchased insurance through HealthCare.gov and whom the administration says were overcharged under the Affordable Care Act.
It is also separate from Trump’s much larger proposal to send $5,000 payments to adult U.S. citizens if Republicans retain control of Congress after the November midterms.
That proposal would require congressional approval and could cost more than $1 trillion.
The $90 Medicare payment, however, is not merely a campaign proposal.
The White House says the money is going out now.
MY QUICK TAKE
Washington has been arguing about Medicare since Lyndon Johnson signed it into law in 1965 with Harry Truman sitting beside him.
For most of those six decades, the argument has been over how much government should collect, how much it should spend and which accounting drawer somebody can raid without admitting it is a drawer.
Trump has added a distinctly Trumpian variation: Open the drawer and mail some of it back.
Now, $90 is not going to finance anyone’s retirement in Palm Beach. It doesn’t even cover half of this year’s standard monthly Part B premium.
But politics has always understood something economists occasionally overlook: people notice a check with their name on it.
FDR understood that when Social Security checks started arriving. George W. Bush understood it with the 2001 tax rebate checks. Both parties understood it again with pandemic stimulus payments.
There is something wonderfully clarifying about government money when Washington stops describing it as a “funding mechanism” and it suddenly appears in somebody’s checking account.
And somewhere in the federal bureaucracy, a $2 billion fund that apparently sat around waiting to become useful has finally achieved the highest honor available to government money: Someone figured out how to spend it.
