Congress has reached a rare bipartisan agreement on a plan to keep lawmakers technically at work without requiring most of them to actually be there.
The breakthrough follows Congress’s increasing reliance on “pro forma” sessions — brief meetings that allow the House and Senate to remain officially in session while most lawmakers are back home campaigning.
Under the new proposal, one member would enter the chamber every few days, bang the gavel and confirm that Congress continues to exist.
Everyone else would remain safely in their districts.
Lawmakers from both parties reportedly embraced the idea after discovering that Congress can occasionally accomplish things this way.
Two bills have already become law this year without President Trump signing them because Congress remained in session long enough for the Constitution’s 10-day rule to kick in.
That revelation reportedly stunned congressional leaders.
“We’re passing laws and almost nobody is here,” one aide explained.
“Why would we mess with that?”
The pilot program could eventually be expanded.
Under one proposal, the Capitol would remain fully operational with a rotating staff consisting of one senator, one House member and a guy whose only responsibility is turning the lights off.
There is, however, one major concern.
Some lawmakers worry voters may discover they can’t tell the difference.
