A Democratic candidate for Congress in Hawaii is facing growing legal trouble after a chaotic confrontation on a Maui beach was captured on video and quickly spread across social media.
Kirill Basin, who is running for Hawaii’s 2nd Congressional District, appeared in a Wailuku courtroom this week on two counts of first-degree terroristic threatening stemming from an altercation Saturday at Keawakapu Beach. A judge declined to reduce his bail, leaving it set at $1 million, while imposing strict conditions should he eventually be released.

The now-viral video begins with Basin confronting a group of beachgoers over belongings and music before the encounter escalates. Witnesses say Basin repeatedly challenged people to fight.
According to the criminal complaint, prosecutors allege he threatened multiple people during the confrontation, including telling one woman he would “put [her] in the ground” and “put [her] in the hospital.” The complaint also alleges Basin threatened beachgoer Kama Homan with a knife during the incident. Homan later told reporters he recovered what he described as a five-inch switchblade and turned it over to Maui police.
After a heated exchange, Homan approached Basin. Video shows Basin shove Homan before stumbling backward over beach chairs. Basin then grabbed one of the chairs and swung it toward Homan. Homan pushed the chair away and landed two punches that knocked Basin unconscious. Speaking to Hawaii News Now, Homan said he stepped in only after watching the confrontation spiral.
“I’m like, maybe I should intervene.”
He said Basin became increasingly aggressive as the argument continued.
“He put his hands on me and as soon as he tried to shove me, I hit him with a left and a right. That’s when he stumbled and fell over the chairs.”
Even after regaining consciousness, video appears to show Basin charging back toward Homan while yelling profanities before others intervened.
The beach incident is only the latest in a string of legal problems involving Basin. Earlier this year, Maui police arrested him after alleging he entered a county building while brandishing a firearm and threatening county employees. Investigators also said he had previously been removed from a Maui County town hall following another confrontation with public officials. The Democratic Party of Hawaiʻi later issued a statement condemning political intimidation and violence following those incidents.
As part of his current case, the judge ordered Basin to have no contact with the alleged victims, stay away from Keawakapu Beach, avoid possessing firearms or ammunition, refrain from drugs and alcohol, submit to random testing, and undergo a mental health assessment if released pending trial.

When your campaign highlight reel includes threatening beachgoers, swinging patio furniture, getting knocked unconscious, and posting a seven-figure bail, you’ve wandered well outside the “meet and greet” portion of the campaign.
