African immigrant kills two in Tucson gay-bar, had list of other LGBTQ targets, police say

The man who murdered two people outside a Tucson gay bar wasn’t simply looking for random victims, police now say.

He was targeting the LGBTQ community.

Tucson police say 44-year-old Ousman Ceesay confronted Cameron Davis Capara and Vincent Anthony Siqueiros in the parking lot of Venture-N shortly after midnight Monday and shot both men to death. Ceesay then shot himself with a 9mm handgun and later died at a hospital.

But what investigators found afterward transformed the double murder into a hate-crime investigation. Police said Ceesay was carrying a note containing the names of several other LGBTQ-associated businesses in the Tucson area.

Then detectives searched his residence. There, according to Tucson police, investigators discovered another note indicating Ceesay had acted alone and that the shooting was “a targeted attack motivated by hate toward the LGBTQIA+ community.”

Police say Ceesay did not know either victim. Video evidence showed he never attempted to enter the bar. Instead, investigators say he confronted Capara and Siqueiros outside and opened fire. Authorities subsequently contacted each of the other businesses appearing on Ceesay’s list and increased police presence around LGBTQ establishments. Police say they have found no evidence of additional suspects or an ongoing threat.

Additional reporting has begun filling in Ceesay’s background. The Arizona Daily Star reported that he was born in The Gambia and immigrated to the United States in 2010 on a student visa before marrying an Oklahoma woman.

The Daily Caller reported that Ceesay’s cousin described him as a practicing Muslim but specifically said his religious beliefs were not extreme. Police have not attributed the killings to Ceesay’s religion or announced evidence of an Islamist motive.

One of the victims also had a political history that has attracted attention online. Capara was a left-wing political activist who documented and participated in demonstrations including pro-Palestinian, anti-ICE and “No Kings” events, according to social-media posts reported by the Daily Caller and Andy Ngo. One of Capara’s Instagram posts reportedly featured an Antifa sticker accompanied by the words “Antifa is Everywhere.”

That has prompted some reports to describe him as an Antifa activist or associate. Authorities, however, have not identified either victim by a political affiliation, and available reporting does not establish that both victims were members of an organized Antifa group.

What police have established is considerably less ambiguous: Ceesay deliberately targeted the LGBTQ community, killed two men he apparently did not know and possessed a list pointing toward other potential LGBTQ targets.

Police say the evidence found afterward confirmed the motive: Hate.
