New York City Mayor Zohran Mamdani announced an expansion of the city’s definition of “victim” Wednesday after saying he was “deeply saddened” by the death of Clarence Woodward, the Rikers Island inmate accused of murdering a father of two with a meat cleaver.

Under the new policy, officials will no longer discriminate against alleged killers simply because somebody else got killed first.

“For too long, New York has operated under the outdated assumption that the victim is the person who was murdered,” a City Hall official said. “That kind of binary thinking has no place in a modern criminal justice system.”

Woodward was awaiting trial for allegedly killing 45-year-old Jose Miranda and seriously wounding another man during an unprovoked attack inside a Bronx laundromat.

City officials stressed that Miranda remains eligible for traditional victim status.

“Mr. Miranda was absolutely a victim,” an administration spokesman said. “We just reject the false choice that requires the man accused of hacking him to death not to be one, too.”

Mamdani’s office is reportedly developing a more inclusive system that will replace the terms “victim” and “suspect” with “New Yorkers experiencing different sides of a violent incident.”

The proposal has already received strong support from criminal justice reform advocates.

“We’re finally centering everyone affected by murder,” one advocate said. “Including the murderer.”

City Hall declined to say whether murder victims will receive priority under the new system.

“We don’t rank suffering,” an official explained. “Although obviously the deceased inmate gets the mayoral statement.”
